Naval progression missions will appear every time your become "allied" with an imperial faction.

Imperial factions can be mostly be found in empire systems and are easily identified from the imperial banner to the left of their name, as seen under "STATUS" (press 4 by default)  => reputation tab.

Another way to check a faction's allegiance, is to open the system map, click on a station and see if the controlling faction is allied with the empire.
