Does the Power Capacity also play a role when it comes to generated heat?

Asuming I have a need for 20000 power.

Example:

6A has 25200, when using 20000 that would be approx. 80%

7A has 30000, when using 20000 that would be approx. 67%

Both have the same Heat Efficiency, but would I also generate less heat (better for scooping and also less visible) just because I use a lower percentage of the maximum Power Capacity?
