Can anyone confirm if  scanning a smuggler carrying illegal cargo does cause them to get a system bounty?

I put a cargo and k-warrant scanner on my sidewinder and scanned a few ships, one was a smuggler carrying illegals (I think, still not quite used to the legal system), but he didn't get an additional bounty.
