'It would seem not, I was able to kill thrust over the star in supercruise and still get the same amount of fuel scooped as if I was going full out. The only thing that seems to matter is how close you are to the star and what class it is, speed is not a factor'

Just got a fuel scoop after patch 1.06, speed is DEFIANTLY a factor, dead slow speed, recharge about 10, sped up after getting bored, shoot up to over 30.
