Boosting has nothing to do with % of capacitor. It has to do with the capacity of the Power Distributer you have equipped. Each ship type has a certain numeric amount that is required to boost (may be dependent on thrusters?). If the PD is too small, you won't have enough to boost even with 100% of the capacitor full.
