I checked this today.

Abetti Vision in Kholu system sells it.

I am Friendly with both the Empire and Citizens' Forum (Empire aligned controlling faction for the station). Went from Serf to Master rank, checked if it was purchasable - it wasn't (said Baron or higher is needed). Ranked up from Master to Squire and checked again - now it's purchasable.

It's either a bug, letting people buy it before Baron or a display issue.
