Compare shows that scan time is the same, but range is a decent junk higher, which means you have a much easier time scanning your target while staying out of fire at the same time. Useful, but not essential, especially early you rather want to invest into weapons, a fsd interdictor, a better fsd, etc instead of upgrading your kill warrant scanner. 

At the same time the scanner itself is absolutely essential for bounty hunters as collecting the galaxy wide bounties of a target will often more than double the bounty of wanted targets.
