if you are still in a sidewinder:

Since the sidewinder does have this basic scanner, maybe you could find a station where the detailed surface scanner is sold, dock at this station, sell all the equipment you upgraded, ... undock, and crash on purpose into the station. You will get a fresh sidewinder equiped with the starter-kit of modules from your insurance for free. Try again buying the detailed surface scanner and this time don´t replace the basic scanner with it.
