Again naw. Yes you can be cold with silent running on. But even if your at 130% heat Silent running makes you as invisible as having 0% heat. Because it shuts of your radiators. I've done a lot of stealth work and I know that silent running is just as good if not better than going cold stealth wise... it just has a time limit.
