I noticed that too but today after fleet carrier update I went to one and was able to get a wake scanned. Only one wake though even though there were 5 ships which was strange, so seems to be less valuable than convoy dispersal pattern signals but not completely worthless. I realize this discussion is two years old but I am leaving this comment for others who might find this same discussion doing a search like I did.
