Because in the lore, the Earth became almost unihabitable at one point, causing the Federation's capitol to the more recently terraformed Mars.  Although the enviromental damage to Earth was later repaired, the capitol was not reverted back to Earth, as it would have entailed not only moving offices from Mars to Earth but also rebuilding the facilities on Earth first.
