Venus isn't too hot because it lies too close to the Sun, but it is undergoing an out of control greenhouse effect catastrophy - one that could be changed with terraforming that allows to change atmospheric contents. So, in short - Fdev is just lazy.

Moon could also be terraformed, but it would require to restart its core, and I don't think any amount of sci-fi will explain how to do it.
