Skip the damage stations and do courier/Assassinate from Ngalinn to Mainani. Bring a medium ship outfitted for bounty hunting. Stack courier missions and only do assassinate if it's navy strike related plus it gives rep++++ upon completion.

Unranked to earl in about 7 hrs with a fer de lance. 4 pulse 1 MC I completed so many courier missions that I just bounce from ngalin to mainani looking for strike missions other times I just close mission menu get a drink come back and a strike is up.

Worst case grab a bunch of missions and stack more rep till the strike comes up.. Rep stacks towards next rank even if your already at 100%
