At first it looks like the charge enhanced distributor is best, but if you don't boost much or use a ship like the Cutter that doesn't boost in combat anyway, there doesn't seem to be much point in having engines recharge quickly... and there's no real point to having systems recharge quickly either, as it doesn't affect shield strength or recharge rate.  So this might actually be the best combat mod for ships that don't boost much...
