Actually, the Patronage system is all about locating talented individuals and putting them in positions where they can use their talents to support your cause, so extremely talented commoners can succeed quite well in the Empire, where money can buy pretty much anything.  No matter what the political and economic system, the vast majority of humans simply lack the talent and intelligence to rise to positions of wealth and power.
