In my experience, no.  Running a Grade 3 Armored 6A power plant and Grade 5 Dirty Drag Drive thristers, with a Size 4A scoop (normally I actually have a Size 6B scoop, but I had need of a Class 6 fighter bay for a specialty build a couple weeks ago) I am able to scoop half a tank on a blue star (Class B or A star, I think) with the heat below 80%.  Keep in mind, a class A plant with Grade 3 Armored is around 0.36 heat efficiency, and I'm not even sure if the heat on thrusters factors into heat levels when you're in supercruise, i.e. when the thrusters aren't even firing.

Not to criticize, but something was just wrong with your build.  Did you still have an E-rated power plant and deep scoop from a nearly empty tank?  If so I guess you COULD pass 100%.  Even so, the Krait's supercruise manuverability is good enough you should've been able to pull up at 90% heat and be far enough away for the levels to stop dropping before it passed 94%, easily.
