The only way it makes sense now, is more a coincidence than anything. After the Colonia engineers came to the game, a very few of their blueprints have actually surpassed, some of the engineers' from the bubble. So to get those slightly better BP's  back to your ship in the bubble, you can pin them out there. So you can use them on your ship back home. That is if you want to fly that long distance for that. You can go to the engineers that have the less great blueprint in the bubble to get the experimental effects still, don't worry. ;)

One of the notable better BP's is the specialized SCB, that you can get in grade four, out in Colonia. I flew out there only to get that, so I have at bit better SCB's in PvP...
