If you want to gank somebody: do it in an anarchy system. Otherwise, make sure you bookmarked some stations with Interstellar Factors. Even they won't permit you to land if you have a notority of  1 or higher. It takes time to lose notority and I highly recommend some tranquil material searching on a nearby planet. It takes 2 hours to lose 1 point of notority. I still wonder how this works when you are involved in powerplay. I mean, if I attack a player from the opposing faction do I get notority? And I noticed I got attacked spontaneously when playing in a high res area, wonder if that got something to do with the fact I do powerplay. For infiltration missions it is straightforward: do your thing, shoot skimmers, turrets or whatever you like to shoot but before you turn in your mission go to the Interstellar Factors. (Actually: it might by handy to pich up a mission at the station with Interstellar Factors.)
