Fastest way i've found to rank a friend ( as of may 2019 ) is to find a damaged station that has empire factions and pull out refugees.... get the biggest ship you can get and buy up economy class cabins and fill them with empire refugees that give rep.

the turn around time is very fast once you get rythm.
