In the control options under miscellanius I think there is a keybind option for chaff, heatsinks, ECM, and shield cell banks. Note that you have to hold the button and then release at the range you want it to counter for ECMs, so you want it to be a button that's easy to reach.

I personally keep Chaff on C, SCBs on ~, heatsinks on V, and ECM on a button on the side of my mouse. Assuming you don't have the mouse button, I'd go with something easy to reach like B or the space bar, maybe caps lock or right ctrl if you can use those without it being annoying, but I try to avoid any combos that involve system keys due to accidentally alt tabbing or some other weird stuff.
