I totally agree with you.  My current Anaconda loadout is showing the following stats after doing cluster capacitors with the charged enhanced power distributor:

Wep Cap: +2.6%  /  Wep Rcrg: +42.1%

Eng Cap: +2.6%  /  Eng Rcrg: +42.1%

Sys Cap: +2.6%  / Sys Rcrg: +42.1%

A definite win-win situation.  I would remove that comment about not recommending this as this is a nice offset to the capacity % loss from charged enhanced power distributor mod.
