It depends on what you're planning on using it for really. If you're looking for superior jumprange and exploration ability then the phantom is your ship. If you want more multipurpose ability then the mk2 will probably be better. If you want to use it solely for combat (pve or pvp) then it's really down to what you prefer in a combat ship. The phantom will give you better speed and maneuverability/agility while the mk2 will give you a bit more utility/tanking ability.
