Ok, to clarify the first is a PVE tank and would not last very long at all in pvp. The second is a PVP tank and will work best in a pvp situation, although it is usable for pve. The third is viable for either although it wont be as good at either. A resistance stacked bi-weave shield, such as my first suggestion, will not stand up in any sort of pvp/gank situation because you simply have so few mj's that the absolute damage from pa's/super high dps of frags will eat through it rapidly. On the flip side it is very good against npc's because npc's are weak and unengineered for the most part so they will never have a high enough damage output to completely overwhelm your shields. Also in pve you will most likely have breaks in between waves of pirates/opponents thus giving you the equivilent of unlimited shields because of your regen. These are the reasons why I gave you several options based off of what your play style is. Which get's back to my original question in my response. What do you plan on using it for? I can help you better with builds etc.. if I know what sort of situations you are planning on using it in. I can't really answer your second question because of ^^.
