EVE has almost instakill from Concord, when someone attacks another player in high security systems. EVE give a choise to player - play safe in highsec(online) or fly neutral zones with no security(online). EVE even give a chance to flee to players, if they have enough tank to survive few minutes and go through warpgates. EVE give to players warp stabilizers, which help to prevent interception.
E:D doesn't have any of these options. No actually working security - WANTED pirates in Sol or Eravate approve that. No chances to flee if intercepted by pirate (nope, you have no option to outrun enemy, especially if engineered fdl farming asps), no tactics to avoid pvp players, because there's only one enter in system and travel routes are extremely predictable.
In EVE, if you survived/avoided pvp - it means you won the fight, even on non-combat ship like freighter. But you actually have tactics and instruments to survive/avoid pvp. E:D doesn't have any.
