I've been going to Sothis and Ceos regularly to check on missions. And I haven't gotten the same experience as you did with those systems. I went there hoping I'd be able to grind the Federation ranks quick just like I did with the Empire ranks and get my hands on a Corvette. All I found were assassination missions, slaughter missions (kill X pirates), and source missions. The courier missions and delivery missions were few and far between, and in all the systems AROUND Sothis or Ceos but not necessarily between each other, making the grind just as long as if I had been doing it in a different federal system. Hence now I'm just farming source and delivery missions at Sol, at least the Federal mission givers are plenty, with lots of choices, a bunch of Rep+++++ missions and almost never being bothered by NPCs since those systems have a medium to high security.

All in all, just because you had a good experience with Ceos and Sothis doesn't mean it's going to work the same for everyone. Missions are generated randomly, the systems states change often between war/civil war/boom/etc, making it a lot more unlikely to arrive there at the right time to actually get easy Federation ranks XP. If so many people couldn't do it, there's a reason behind it, and it's not because they're bad or anything, it's because they legitimately couldn't do it.
