High pop, investment state, imperial system is THE place to go to get imperial shielding. Here is a well put together spread sheet that shows you that. And here is a list of likely systems. Make sure you check these systems state's on the gal map before going there cause I have had some issues with eddb.io giving incorrect information lately.
