I made an opinion poll on FB, on the Elite: Dangerous Community page a while back. And the result stated that about 70% wanted Atmospheric Landings, and only 30 wanted Space legs. Although it was a poll made in a relative small scale. It still indicated that there was a strong majority for Atmospheric Landings.

Personally I voted for Space Legs, because I just want to get up from that damn chair! xD But Atmospheric Landings is on a much bigger scale. And maybe would be a more colorful adhesion to the game. - It would add some more variety to the game, definitely. So maybe that's why it won. Also, Atmospheric Landings is more in sync with the games meta than Space Legs. Because it's still about landing on a planet. And piloting a ship to do so...

And Frontier have stated that the next content update, will be paid content. So it would be obvious to just make an Horizons Part II expansion/upgrade, as it would still be in the same category. (And don't don't forget that Elite II had Atmospheric Landings.) If I was a betting man, I would definitely bet my money on that to be released next...
