From my experience I have found that high grade mats, imperial shielding for example, have a chance of spawning in any hge in the right spot. So imp shielding can spawn in any hge in an empire aligned system. However they have a higher chance of spawning in certain states. Imperial shielding will be found exclusively in hge's in empire systems either in "election" or "none" state. They will also appear with greater regularity in "boom" systems but you may also find other g5 mats in those hge's.
