It essentially gives you a larger power "pool" to draw from. For instance with a stock dist a boost may take half of your capacitor charge, with the engineering effect it may only draw 1/3 or 1/4 of a cap charge... I don't know the exact numbers but that's the gist of it. In most cases you are better off going for a charge enhanced power dist however. It increases the recharge time quite substantially meaning that on most ships dist size 5a and larger you wont ever have to wait to boost with 4 pips to engines.
