This system is broken.  I gained notoriety by shooting back at an NPC pirate that was attempting to take my cargo.  I didn't even destroy it, let alone get its shields down. 

It has been over two ingame hours since I received the notoriety.  It has not decayed.  I am unable to do anything in my home system for no good reason, according to Frontier's official description of how the mechanic operates.  This system either needs to be seriously reworked or removed.
