It's an either/or thing.  Either you go get yourself killed and suffer a rebuy but instantly lose your notoriety (still have to pay off the bounty though) or you wait out the notoriety and then pay off the bounty at a Factors contact.

But no, you don't have to wait 20 hours and still go to detention.  It's either/or.  You have to pay the bounty off either way, but you CAN clear the notariety instantly if you're willing to suffer a rebuy, just go get yourself killed.
