Because he's the only FSD engineer you'll get before accessing Felicity Farseer. And to unlock her you'll need to go a long, long journey... so an FSD boost makes some sense.

Mind you, it'll probably take longer to raise the combat bonds than it would ever to go and find meta-alloys.
