I honestly can't think of any reason why anyone would go for this instead of the heavy duty armour mod. Sure, explosive damage has been buffed with huge resistance penalties for hull, but it's still hardly one of the most dangerous things out there if you lose your shields.

Unless you really want revenge on that CMDR that keeps wiping you out in PvP with his pack-hounds?
