By far the easiest rank to get to Elite. 

Find industrial, high tech and refinery worlds close together.  Do missions but accept reputation+++ rewards where possible. When you have at least four factions allied to you, you can get an endless string of cargo missions giving 1-7 million each, averaging 20 mil per station run, or 80 mil per hour.  You'll be attacked a lot especially if the security level is low, but just avoid the interdictions. Get Python and maximise it for cargo.

Do that for a couple of hours and you'll be Elite in a week.
