Reactive armor has increased Explosive and Kinetic damage resistances, +20 and +25 percent respectively, so it should affect railgun hits which are Thermal-Kinetic damage types. On the other hand, Reactive armor does have 40 percent lowered Thermal resistance, so that part of railgun damage should increase. Mirrored should be even worse against Railguns with +50 percent thermal resistance but minus 75 percent kinetic resistance. Now, the real question to ask is: Have the FD devs properly coded things so that your railgun damage increases by 15 percent against reactive armor and 25 percent against mirrored armor? I don't know, as I always aim my Railguns at the enemy ship's Power Plant.
No, railguns don't hit all modules, normally it goes through the target and applies it's breach damage, 22.2 for class one and 39.5 for class 2, to the first module it hits. However, if you apply the super-penetrator experimental effect it will apply it's breach damage to all modules it can hit in the firing line. A wing of eagles with Long-Range Super-Penetrating Railguns can be a true-bane against armor tankers, letting you hit most modules if you line up a 'conda or 'lance in your sights so that you hit them through the flat plane from the front or back.
