less total MJs of shield reinforcement than the equivillent sized SCB (shield cell bank), and like shield boosters they cause your shields to take longer to reboot while active. Smaller classes offer the best gain in terms of MJs/module space, still losing out against equivellent SCBs, but not by as great of margins as the larger class modules do. On small ships they stack up better against shield boosters than on larger ships, as shield boosters are proportionate to the base shield (which on smalls is very low).
The upsides are unlike SCBs, they don't need to be paired with heatsinks at all, freeing up a utility slot. They have lower power draw than an equivellent SCB as well. There's also the fact that they don't require you to 'activate' them, unlike SCBs, which leads to their last advantage. Unlike an SCB, the very commonly used "feedback cascade" (which reduces SCB effectiveness) engineer mod for railguns does not affect them, meaning they can't be directly nerfed by your opponent in PVP combat. I think that about covers it for guardian shield reinforcements.
