Pulse lasers, burst lasers and plasma accelerators with the "phasing sequence" engineer experimental effect, as well as the "remote release flachette launcher" experimental human weapon (not to be confused with the remote release flak launcher) WILL deal damage through shields, and even damage external modules. Any other weapon, shields 100% block damage from as long as they remain active. I hope that clears things up
