And some pillock has just tried to increase the allocation to 40. Due to not understanding how rare allocations work.

The faction controlling Xihe has temporarily gonen into boom. So teh allocation increases for a little while. That is all.

Or are you planning on changing all rare allocations up, and down again, when their faction BGS states change? Good luck, that will keep you rather busy.
