Really depends on how far out you are going. You can make a combat cutter work with 650 mil. BUT if you want to go MAXIMUM EFFECTINVESS. Prismatics, shield boosters, the whole nine yards. Than I would say have a billion creddits.

a 650 mil combat cutter will dominate any NPC's but players will still be able to get you pretty easily. Also high intensity conflict zones may still force you to flee when the NPC gank occurs.

A billion credit combat cutter? HAAHAHAHAHAHAHAHAH....HAHAHAHAHA...HAHA. Sorry... But a maxed out combat cutter even whens it is NOT ENGINEERED is a ungodly tank. It might do the much damage without engineering but it's got so much shields that the amount of time it takes to bring them, you could FSD while being mass locked by nine other cutters and still escape before the shield goes down. Add engineering to that? Well, you will never die unless you fight to the death. If you decide to flee before things get too risky, escape is guranteed.

Of  course this is all assuming you know how to fly a cutter and use SCB's and the like.
