If you shield-tank, the fight will be over as soon as they pop. Prismatics, shield boosters and engineering all for tanking make the downtime worse. I mean, that's great for not costing yourself extra repair taking on pirates or trying to get combat bonds PvE when you can leave or log without annoying anyone. But if you're PvP that means either trying to run (and unlike NPCs it isn't easy to get away) and logging could get you kicked off the server.

That's why so many PVPers choose Bi-Weave. If you have skill, bi-weave reduces the overall damage if you're going to take in a stand and fight to the end against something your equal.
