The mission you received is not uncommon; however, they have been removed from the game.  I have talked with all the people currently on the quest to find Raxxla.  We have a forum group detailing all those missions at the start - but 300 pages later we are no closer to finding Raxxla.  https://forums.frontier.co.uk/showthread.php/168253-The-Quest-To-Find-Raxxla?highlight=raxxla



I searched Soontil for a day without finding anything as well.  Maybe after the new exploration scanners come out?
