Dude, this is the price to be effective also (or first and foremost) against Thargoids. Read: caustic resistence. Normal HR are not.

Normal 5D HRP provide additional 390 armour and both 2.5% kinetic and thermal resistance.

5D Meta Alloy HRPs come with the same weight and provide 351 additional armour + 3% caustic resistance.

And a 5D Guardian HRP comes with 488 additional armour and 2% thermal plus 5%(!) caustic resistence while also weighing 'only' 16 t like the other two.

This is aka game balancing. There's no single superior ship, no module, no weapon, nothing. All have their downsides. If you don't meet Thargoids, well, good on you.

But to pass on it just because it needs to be powered is... not so wise. At the end it provides also way more armour than the other two plus at least more thermal resistence for your ship than without HRP. Plus resistence against Thargoid weapons... and this is the price you have to pay for it: power it. Dead simple. And not that expensive. Just combine it with the Guarian PP.

Cheers!
