Not missions - thats more depends on your trading/exploring/combat ranks and local influences. With these naval ranks you gain access to a few systems (some have useful engineers), and ships such as dropship/gunship/assault ship/Corvette, corresponding to different stages of the game, i.e.  Dropship being early and Corvette being the end game - the most powerful ship you can buy to this date.
