In my experience this isn't the case. Time on target with gimballed MCs while avoiding enemy fire not only creates more sustained fire but more concentrated shredding against internal modules. What most people don't realize is that the angle of attack against hull is extremely important. Hitting a Federal Dropship from the front with MCs is worthless because the frontal angle creates like a 45 degree deflection at its absolute worse. But if you're flanking and hitting it from the side, the perpendicular angle means you can deal full, consistent damage creating absolute ripping DPS alongside penetration.
A cannon might not have to work with that but unless you're using gimbals, it's harder to constantly be flanking and shooting at the same time, not to mention cannons have way less ammo to damage ratio than MCs. An MC is a fast ship's best friend if you want to focus purely on orbiting an enemy instead of trying to juggle pinpoint aiming with railguns and PAs alongside flanking.
