You are right of course, you can get more speed with drag drives ~ 930 m/s iEagle, 910 m/s Viper M3. But the ship is otherwise empty and good for nothing else but speed. If you go with drive distrubuters you can have 6T more stuff (or 8T with clean drives) which makes the ship a bit more practical.

Courier with clean drives/distributers has almost 20T weight to spare before exceeding the miniumum mass and affecting the performance. Gets ~780 m/s, 44 LY jump, shielded @ 350 MJ (2A), 3D distrubter and it still has 14T spare for cargo, weapons etc.
