For explorers it is extremely useful to carry two or four, since you will need to land and resupply materials for your AFMU if you happen to suffer damage, or just FSD degradation due to neutron jumps. For anything else, you may get the SRV stuck somewhere, so having a second one saves you the trip to go buy another one.
