Module Terminals are categorized as "Machinery" (http://elite-dangerous.wikia.com/wiki/Commodities/Supply_and_Demand) Therefore a quick search for what type of ECONOMY produces machinery is INDUSTRIAL. Thus, go to https://eddb.io/system, search for an industrial economy in BOOM. You will find Module Terminals offered as mission rewards. Log in and out between game modes a few times and you will have all the module terminal missions you need. took me 5 min. literally. Enjoy :)
