People be whining yo.
I started a month ago and the system works as advertised and is elegant and sophisticated. Although I'm mostly a law abiding citizens i do occasionally smuggle narcotics or scan a planetary Outpost FOR DEMOCRACY and get saddled with a tiny fine as a result but a pretty hefty pay check.
People are just mad they can't shoot cops and get away with it.
Protip: pick one ship to do your dirty deeds with. I have a viper I use to do planetary scan missions otherwise I keep him moth balled. That ship has racked up some pretty impressive fines so it's always a rush pulling him out for a jaunt into the seedy criminal underworld. Then when I'm done I switch ships and never have any kind of problems whatsoever.
If you're going to make your money as a criminal you gotta play smart otherwise you're going to face consequences. Do you get mad when you get a 5* rating in GTA too? If so maybe you should stick to the legal missions.
