Guardian Power Cell

A Guardian Power Cell is a Manufactured Material obtained from Guardian Structure sites. They commonly drop from targetable nodes labeled "Destructible Panel" found on pillars among the ruins.

This appears to be some kind of battery used to power Guardian technology.
