Fuel Transfer Limpet Controller

This is a useful advantage, as if you are in a wing, and want more utilities for fighting, etc, instead of a fuel scoop, you can have a "mothership" which holds excess fuel through extra Fuel Tanks for refuelling fellow members of its wing.
